US lawmakers are meeting during the weekend for the first time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to diminish as Republican senators proposed a plan unacceptable to Democrats: eliminating the ACA, called Obamacare.
Deepening Consequences of Government Shutdown
The impact on Americans from the lengthiest shutdown of the US government in history worsened on Saturday, as federal workers went without pay, airlines were compelled to cancel flights and SNAP benefits have been postponed for 42 million Americans.
President's Proposal from Golf Course
As Saturday's session got started, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Endorsement
Several Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.
"We're going to replace this broken system with something that is actually better for the patient," one senator said.
Another senator praised Trump's suggestion on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Opposition Reaction
Democratic lawmakers shared concerned responses to Trump's plan.
"Essentially, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another lawmaker responded to the censure of insurance companies by writing: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? Then I applaud your support for universal healthcare."
Ongoing Talks
The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an willingness to an emerging plan from a small group of moderate Democrats to terminate the shutdown in exchange for a later vote on the ACA payments.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "require another path forward" after Republicans turned down an proposal to restart the government and extend the subsidies for a year.
Another senior Democratic lawmaker persisted in maintaining that Republicans should agree to a one-year extension of the payments before discussing the long-term of the tax credits.
"Doing nothing is irresponsible because citizens will go into debt, people will become uninsured, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."
Political Situation
None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the backing of several Democrats to reopen the government, and the idea of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Some observers indicated that the core of such a proposal would remove the ACA's mandate that insurance companies cover patients with existing health issues.
After his golf outing, Trump went back to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
